Insulation resistance

An electrician stated that on my upstairs lighting circuit between neutral earth he recorded 0.00...all above 15mohms for other circuits..

how dangerous is this? and what would happen if it stayed on sysytem, itsbeen working fine for 10 years

They would have to be directly connected for that figure. It would work depending upon earthing system, but is potentially dangerous so needs fixing. Can you see the cable? Could there be a nail through it? If it is loop-in (rose to rose), it may be easier to find the length with problems and simply put in a new section.
