If a new soil pipe branches into a cement/clay soil pipe, does a manhole or inspection pit have to be made above the branch?

Any change of direction or pipe size needs a inspection point .
I would say you would not however local BC will advise what they like.
I punt inspection chambers on every turn on my extension drainage to be told by the BC he would be happy with just one ! they interpret the regs in diff manners.
