I'd advocate putting the stat in the living room with just lockshields on that rad, as that's the room you want to feel comfortable in. Having said that, if it's a south facing room, then it can get overly hot as the weather warms up, and upset the balance of the system. This why hallways sometimes have the stat, but the problem using one there, is that if the hallway has the front door, then it can get cold if the door opens and lets in cold air, and that starts the system up unnecessarily.
There's little point in putting a TRV on a towel rad, and the room with the stat in it having just lockshields, will act as the boiler bypass.
