Is it possible to make a delay before a light comes on

We've had some people break into our cricket clubhouse recently. What I'd like to do is set up a cheap homemade CCTV sustem using a webcam with motion detection. As it is happening at night though I need illumination. What I was thinking of was to install a PIR switch to turn the light on when they get inside. What I'd like to do though is make it delay by, say, 20 seconds afer they've entered so I can get a clear pic of them fully inside, and not just half a leg coming through a window.

Is it possible to delay a light switching on in this manner?
