Is the second pipe the soil vent?

I'll ask my builder in the morning, but curious now!
Is the second pipe that is closed off at the moment for the soil stack vent? I assume so. These are for the new kitchen but connect with the WC too.

Main drain top - what is the lower thing? Vent?

Vent or soil stack.

Maybe even rainwater, some people use a rest bend instead of a gully on rainwater downpipes.
 
That layout looks a bit crap.

A bend, then a junction, then a manhole? WTF?
And is that a backfall or the camera lens distortion?

And if that is a soil stack, then it looks like its got the wrong bend on the bottom - not a rest bend. Also looks like effluent flushed down the soil pipe will suck the trap out of that gully.

well, the loo pipes run the same way they have for a long time, old cracked clay pipes just replaced. That sticky up bit is just a for the vent.
