Is this rising damp?

No one has mentioned the most obvious point... External ground levels have been raised above their intended level. I'm guessing that the drain cover was the original level for external finished floors.

The drain does get bocked up in heavy rain - this will be sorted asap.

I'm getting quotes for getting the external levels lowered along with any re-pointed that might be required as well. Hopefully this will get remediated soon.

Planning on hacking off the plaster this weekend, will post pics for comments as I have no idea what I'll be looking for in terms of the state of the brick. :oops:

The moisture meter will only tell you there is moisture (if it's used correctly) not what the cause is.
There are too many people with meters nowadays who haven't been trained to use them. You can't diagnose rising damp one one reading
