Is this roof correct

A leak has developed inside my kitchen and the plasterboard ceiling is wet. I’ve been looking at the gutter and roof outside and I’m not convinced it’s been built correctly. It’s a cotswold stone style roof and hence there is not a facia board, which is why I assume there is a row of battens on the very bottom to set the height of the bottom tile. From the picture you can see they’ve nailed the batton on top of the felt. Surely the felt needs to go over the top of the bottom battens. The felt is pretty tired where it goes into the gutter so I’ve bought a felt underlay board. But I’m not sure where that can slide in. Can anyone help me please?

Bottom couple of rows of slates need to come out, eave tray installed, membrane on top of tray and double battens re-fitted.
The membrane should be slightly draped between the roof trusses allowing any water ingress to pass under the battens and into gutter.
