Hi,

I'm currently putting together a Lawful Dev Cert for existing use of a building as a dwelling (previously ancillary to a main house). Its has been used as such for 14 years and I have sworn declarations.
My main concern is regarding council tax. No council tax has ever been paid on this property. If the LDC is granted will we be lumbered with 14yrs worth of Council Tax bills!?

You don't legally require a LDC, with regards to any back payment I doubt they would demand it. But it may depend on the band you a currently on and whether that band would change with this addition.
