laying decking kit

I am going to be laying a ground level decking kit in my garden. The ground is soil and I was wondering the best method to lay the decking to ensure it does not sick / move.

I have been told I can just put slabs down for support and lay the decking straight on to these. is this correct as I am concerned that the slabs may since into the soil over time?

either put them on concrete pads or on legs concreted into holes, in the same way fence posts are put in. The frame can be secured to the legs and will not move.
