Leak from overflow pipe from electric hot water tank

I have electric hot water tank in my flat. There is overflow pipe coming out of the flat which is driping water out constantly 24 hours. I checked the ballcock valve which is not leaking water in the tank. Please anyone help me what is wrong or causing overflowing the tank????? I have tried to explain as much as i can. If need to be I can bring photo up here for more idea...

A couple of possibilities to start with:-

1. The ballcock is beginning to feel it's age, and not closing until the header tank is over-full.

The valve should close fully when the water level is a couple of inches below the overflow to allow for expansion when the water is heated.

2. The immersion heater may be overheating the water, causing excessive expansion, or driving some water up the open vent.

It is not unknown for immersion heater thermostats to fail and remain permanently on regardless of the water temperature.
