Leaking kitchen tap at swivel base

We were about to call out a plumber to replace our leaking kitchen tap - the leak seems to be at the base of the swivel.

Having removed the skirt/cover though, it looks as though we might have a hole on the washer - is this common and is it as simple as removing it with a screwdriver and replacing it? Sorry for asking such a dumb question - our DIY skills are pretty poor as you can provide tell.

Any guidance gratefully received.

No that is an insert to keep the tap central. if the spout is pulled out you will find an "O" ring seal on the spout or sitting in a grove of the tap body that is what seals it.
Main problem is finding the correct size replacement, I used to carry a selection box of "O" rings around with me as there are masses of different sizes. You can try taking the seal into a plumbers merchants and see if they have one to fit, but getting one (unless you know the maker and model of tap) will be difficult, as most taps are made abroad and just badged with the suppliers name.

Edit. The spout should now just pull out but you may have to rotate it to a certain point before it comes free, unless it also had a grub screw in the back of the tap body which will also need releasing.
 
Thanks for the response - def no grub screw in the back of the tap body however we're struggling to pull the spout out. Should it come off fairly easily or does it require a good degree of force - maybe we're just being too cautious?

Might be worth squeezing the ring you can see together and close the gap it might be a kind of circlip.
