Leaking shower?

Hi
Just noticed that the tile grout is not very good in the last row of tiles on top of the shower tray and worst still they move if you apply light pressure. I am right in thinking water is getting behind them?

Any advice greatly appreciated

Cut out, refit after making good, if on plasterboard will be a mess.
