levelling a floor

Ive got a kitchen floor to level off its about an inch out in places, I cant use sand and cement as it wont got do down thick enough and will blow and i cant use self levveler because it wont go doen thivk enough.

Its going to be tiled after so want a firm sound base i cant really use tile adhesive as it wont be cost effeicient any thing else i could use?

I thought about plasrterboard adhesive but ive never heard of that being used before even though i think it would do the job
