I will be laying laminate flooring on the ground floor of my house, covering 2 bedrooms and a small hallway.

The concrete subfloor has a raised profile where the doorway is between one of the bedrooms and the hallway. The floor rises by about a 1 cm+.

It's a fairly small area to lower/fix. I am thinking about chipping away the raised concrete (either by bolster/hammer or by SDS drill with the right attachment), and then using some general repair concrete to fill (such as that should by Wickes) to refill the area and level it off.

Does this sound feasible?

Is there a cheap way to grind it down without tool hire? I have an orbital and palm sander here. Could I use one of those with a certain grade paper?

No you need a hand grinder really.
Do what you said though with sds drill
Or use a screeding compound on one side to buil up
