I want to re-decorate a room: put lining paper up and paint it (I know that the plaster is not in good shape underneath).
I have taken down the existing textured wallpaper and it has left the old lining paper pretty much intact, although it has a 'furry' surface quality to it.
My question is, would it be best to remove all of it and just start again, putting new lining paper onto the plaster, or should I leave the old lining paper up and put new lining paper on to of it (obviously I'd tear off any bits that were coming loose).
