Lock offs for unenergised cable

I was having a little dig at you because you seemed to be pointing out the futility of the point I was making then effectively said something very similar!
Fair enough - but I'm not sure which of your points you think I was 'pointing out the futility of', particularly given that it seems to have been a good while after my post that you "said something very similar" :)

In terms of the actual situation, I think that (as we both seem to have said), I think some people have probably been over-concerned. I see no real issue if the customer has been instructed (ideally in writing) that the cable/circuit should not be energised and that the ends of the cable are similarly labelled - even if the ends of the cable are not 'locked off' and no (seemingly controversial) 'deliberate shorts' have been introduced.
