I'm adding and replacing radiators to my central heating system. The thermostatic valves can be sited on either flow or return, but what is the situation with the lockshield valves? Can they be positioned on either flow or return? The type I have bought are 90 degree bend with drain-off.

The locksheild valves can only go on the opposite side to the trvs  .
There will be no problem placing them on the flow or return.
Your system will need balancing in order to give each rad its fair share of heated water. This will involve turning down rads (via locksheild valve) nearest the boiler with the furthest away needing to be fully open. You do need rad thermometers to do it properly but experiment yourself checking temp of each rad and turning up or down accordingly. :)
