Loft Radiator Cold, No Pressure in System

we recently had a loft conversion and after moving into the new bedroom I have noticed that the towel radiator in the ensuite isn't heating up.

I turned the beeding valve and no water came out. I then checked the boiler and the pressure is reading 0.

All other radiators in house are working but could this be the root of the towel radiator problem? Boiler is an ideal mini C28

Should I try and increase boiler pressure? I've attached pic of bottom of boiler, which is the valve to turn?

Yes ,increase pressure to 1 bar ,the silver braided flexible hose ( on the right in your pic ) is the filling loop ,and the valve that you need to open is at the end of the flexi.( on the left side) .
There is a handle missing ,so you will need a spanner to open 1/4 turn.
