Lowering floor

We have recently moved to an old house which used to be a public house in 1900. The bathroom is half way up the stairs, probably approx 3 feet higher than the ground floor. My question is why and could we lower it as it reduces the height of the ceiling in the bedroom above. I believe the floor is concrete.

All sorts of possible reasons- might be necessary fall for drainage, might be it was a convenient space, who knows? What's below the (concrete?) floor?
