My property has an incoming main supply but the cut out has no earth terminal. Whom do I approach to get one fitted ? My neighbours who are on the same supply network have one on their cut out. Is it the company who supplies the fuel or a separate concern ?

You will need to ask your District Networks Operator - It will be identified somewhere on your electric bill along the lines of "Your Electric Distribution Operator is" followed by the DNO's Name, or a similar type of wording.

Is your supply cable from overhead or underground?

Is there a sticker nearby saying PME?

The supply comes in to the building at door top height. It's one in the middle of a terrace and shares the run with next door the run being fixed beneath the gutter board which is fed out of the ground at the start of the run. Can't see any notices though.

Looks like it could be TT.

The DNO might have no responsibility to provide an earth terminal.

Ask them, but be prepared to be declined. They may do it for a fee, though.

Next door may have an unofficial earth into a terminal that is not even connected to anything. I have seen this many times before.

If you have a TT supply, you will need an earth electrode and RCD protection, otherwise you are at great risk in the event of electric shock.
