making a second area for toilet

Hi I am wanting to utilise the space under my stairs for a toilet. At present it is being used as storage area/ lader in my kitchen. I want to put in a wall and put a toilet in and sink does anyone know if you can do this or planning permission would not allow this as the only access to the toilet is through the kitchen?

You used to need a "lobby" in between the kitchen and the toilet but that was recinded some while ago because people were just putting two door a few inches apart which was making a mockery of the regs.

So now you can have the toilet directly off the kitchen but you will still need building regs approval as thats required for all new toilets.

How many small builders actually apply I dont know!
