mechanical valve

i have a 3 port mechanical valve that switches from hot water to central heating. the problem is it wont switch to hot water. i can turn it manually though. Could this be connected to my boiler sounding like a really loud kettle and the water being far too hot even though all the stats are turned right down after its been on for a bit.
