Try and push the lever over to the right and pull it forward as it looks to be in the open position for flushing or draining. The black lever should them come out and spring back to the left.
If this doesnt happen then the motor inside could be seized. These are inexpensive and relatively easy to change. Just turn off power at spur before attempting it.
An ACL synchron motor is stocked at most merchants and it envolves removing the plastic top of valve (one screw) then the two screws holding in the motor and two wires to power it. 10 minute job!
