Minimum 0.4 bar pressure and basin mixer tap

Can you fit a basin mixer tap that requires a minimum of 0.4 bar onto something that is measuring between 0.35-0.37 bar but definitely below 0.4bar?

Is it a good idea in the long run? Will the ceramic disc become more damaged more quickly?

The flow rate will be very poor.
