Minimum distance from illuminated object

Hi,

Possibly a silly question, but what does the phrase:
"Minimum distance from illuminated object" mean?

The luminaire manufacturer must make such a specification with reference to the maximum permissible wattage (W). Here the light emission angle of the lamp used and the nature of the object both play a role. Small or very small light emission angles require greater distances to the illuminated object, while shorter distances are sufficient for medium angles.

Possibly a silly question, but what does the phrase:
"Minimum distance from illuminated object" mean?
It means that if you put it closer than that distance then the object may become dangerously hot or even catch fire.
 
So is it saying:

1. Downlight A must be X meters from another light.

or

2. Downlight A must be X meters away from anything it is lighting.
