should expander foam been put round new windows when fitted and will stop mastic having mold on ????

I've read that three times now and still don't understand 
if you mean there is mould on the inside of your windows, on the sealant, it is quite likely to be from condensation. This commonly happens when the new windows cut down the gaps and draughts that were round your old windows and you do not increase ventilation to compensate.
