Moving my Conbi boiler

My combination boiler poterton 100 e is fitted on the bathroom (1st floor) I want to fitted on the kitchen area (ground floor).

Under the regulations can be done or not?

If not, Do I have to buy a new condesation boiler in order to fitted on the ground floor kitchen area?

Yes it can be moved however the boiler is old and has a poor reputation for reliability. Moving it may create leaks and other faults. Few installers would want to undertake the job. Often new gaskets/seals for the flue are required some of which may not now be available.
 
I would check whether a flue kit is still available as this is the most likely bit to be damaged in the move.
