Can a TRV be maintained without removing from the radiator and if so how ?

TRVs can be shut off by turning them clockwise by hand until they are fully closed.
The same is true for lockshield valves, although you may need to remove the decorative cap if fitted and use a spanner or something suitable to grip the pin and turn fully clockwise.
If your system is balanced, then making a note of roughly how many complete turns it takes to close your lockshield valve will enable you to return it to this position after refitting the radiator.
Bear in mind that if either of these valves are old, then they might not seal properly so be prepared for drips or small leaks.
