When are these councils going to get it through their heads that it is their job to satisfy themselves that the Building Regs have been adhered to. The whole point of the non-self-certified, notification-to-BC route is that the person commissioning the works cannot provide a certificate.

Whether they inspect & test themselves or sub it is up to them, and what they charge if they decide to sub it is up to them, but there is nothing in the new version of the Building Regs which says that the person who notifies controlled work must also provide a certificate.
