Necked Tower Bolts

Hi,

I have had a pair of necked tower bolts fitted top & bottom (vertically) to some new wooden garage doors. Can anyone advise if these are the correct type of bolt to be fitted for this application because they cannot be moved into the locked off position? The top bolt currently stays in place because the hole in the frame has been drilled slightly undersize.

Not ideal as you can see, what was the reason for them?
Got pictures you can post?
 
I have straight bolts, if you have glazed doors a locking bolt would offer better security.
