I want to replace my open plan staircase with new stairs and a stud wall.
The opposite side is a structural wall.

What's the best order to do this in.

Stairs then stud wall or wall then new staircase.

I would imagine staircase first, followed by new ide wall. Then you are not trying to install your stairs into a restricted space.

Stairs then stud wall as @conny says. It can be pretty bloody trying to fit a stair into a narrow space. Remember to set your stud wall framing about 15mm off the side of the stringer - that is to allow 12mm for the plasterboard plus a 3mm skim of plaster
