New TLX 9201 won't switch on when temp drops - Help!!

Just installed a new Sunvic TLX 9201 stat and when I set it to 25 the heating fires up and warms to that temperature and then switches off - perfect so far!!! But when the temperature drops (and I'm talking to approx 16 degrees) it doesn't fire back up. Have I done something wrong with the wiring? The orange LED light is permenantly on no matter what! Is this correct?

Any help would be greatly appreciated.
