New toilet not flushing completly.

We have just had a new toilet fitted, it has a 6L dual flush cistern fitted.

The problem is that it hardly ever flushes the paper away completely and is driving my wife mad.

I have tried adjusting the water levels, but it does not make any difference.

Is it worth changing it out for a 9L cistern? I would like this done before I start tiling the room.

the water by-laws sa you cant fit a 9L cistern anymore as they use too much water and to be honest you would not find one easily.

im assuming you have a push flush cistern, if so does it empty the cistern if you hold down the button until its emptied ?
