Nightmare suface to tile on!

I have just removed my old bathroom tiles (they had embossed blue bows, so I couldn't tile over the top)

They came off easily but either took some plaster with them or left the adhesive on the wall.

So on the wall now is either:
Bare concrete (rough plaster)
Smooth top layer plaster
plaster with loads of super hard adhesive welded to it.

after hours of scraping its now 30% concrete, 50% adhesive 20% bare nice plaster.

should I tru to get it all to bare concret and tile onto that?

Should I try to get as much as posible to nice plaster ?

get it back to the concrete and dab a board on and tile over that. if its not a wall with a door on it just dab straight over it as it is.
