My lighting circuit isn't fitted with an earth. The previous owner of the house has fitted a steel strip light in the Kitchen. Is this allowed or should I replace the fitting with a plastic one.

Yep, you should replace it with a plastic, Class II, light.

Unless you don't like it and want rid anyway, check first - just because it is metal doesn't necessarily mean it's not Class II.

The give away that it is class 1 will most likely be a vacant earth terminal on the fitting. If it is class 2 it should say so by means of a square in square symbol on somewhere on the fitting, although I can't ever recall seeing a metal mains fluoro which is class 2, but you live and learn.
