No heating without hot water

Just moved into new house and it has y plan heating system, we can't seem to have heating on unless hot water is also on. We can however have hot water alone. Is this normal or should we be able to have independent control of heating?

depends on how it is wired up and what type of boiler you have. how old is the house/heating system?
 
Its a honeywell open vent boiler, system bout 20 years old with 3 way mid position valve fitted.
 
I can't see its any problem.

When the heating is on you will be at home, or about to be, so you may want hot water.

Assuming the cylinder stat works properly, once the cylinder is hot it will shut the valve and stop receiving further heat. If the cylinder is well insulated, it will stay hot for a long time.

not usually a problem but trying to iron out several problems ie boiling noises from boiler and pump even after boiler no longer fired up. just wondered whether it was a factor.
