No water reaching radiator

Hello,

I was wondering if anyone has any ideas what is wrong with my radiator.

It was working well but had to be removed for a week to put down tiles. It’s been put back but is now not working. There is no water leading up to the either of the pipes, hot or cold and both pins are stuck.

Can’t turn them or move them up and down.
Before I start troubleshooting just wondering what thoughts you guys might have? Very novice plumber here but I can change a pipe or two.

What do you mean by no water getting to it? Have you opened valves into a bucket, or something else? Not sure what you mean by hot and cold pins are stuck - flow and return? Trv pin stuck? Have you opened the lockshield?
