I suspect that this is actually 0211, not o211?

At what point does it give this message, in the pre-windows bios boot screen?

Desktop PC or laptop?

Is your keyboard plugged in correctly? Is it PS2 or USB?

Can you go into your CMOS setup (before windows starts to load), and if so, does keyboard work here?

There are a number of freely available keyboard tester programs on the net, to check all your keys, if you are able to start your machine.
