One of the rads is not working?

Hi All,
just checked my small downstairs rad is not working. I've no idea when this started as it's in the small toilet room so I don't check. The pipes coming into the rad are also cold so it appears there's no water flowing to it. I've checked the boiler pressure and it's just over 2 bars.

Does this sound like a blockage? and how can I investigate further?

Have you tried balancing the system?

I have one radiator that is cold on both the inlet and outlet. I have 8 others all ok, 2 are further away than the cold one so the balance is/ should be ok. have you any ideas.

Open the lockshield valve a little.
