over flowing heating expansion tank

my heating system is oil, whater is currently heated by immersion. the expansion tank fills over a number of hours even when the immersion is not on. the ball system in tank is working from what i can see, i had my wrap around boiler removed recently. i cannot see were the water is coming from. I have found that if i remove roughly a bucket full of whater stops the drip.

i would be greatful of any insight you might have.

Faulty float valve or pin hole in cylinder coil.

Turn off water supply to expansion tank and see if it still over flows.

What does that mean?
 
it was a coal fire system that heated the whater and the radiators in my home. im not sure how else to describe the wrap around boiler. The electric emersion heater tank has been replaced. it was thought to be a leaking coil causing the problem.

at the moment the problem is still presisting, any one any ideas why?
