Paint has gone all powdery and is falling off

I was wondering if you assist me. The paint has gone all powdery and is falling off. My missus seems to think it is rising damp, but the plaster underneath seems to be dry, there is no mold, mildew or smell. The skirting boards are unaffected. It seems like the paint is simply flaking off. Do you know what it is and what I can do about it.

Gypsum plaster used instead of lime plaster?

Old property?
 
It is an old property, 1878. But I believe the plaster is modern.
 
That could be the trouble. Traps moisture.

Should I sand it back and put some damp seal on then, do you think?
 
No
Find out if it should be lime plaster. Plenty of information online.
Then consider options.
Damp seal works for a while but won't last.
 
That wall is wet. If you use matt emulsion, thinned down, it'll be able to breathe and hopefully dry out enough for you to use your finish of choice.
Any pipework in the area (inside or out)- I had damage like that thanks to a very slow drip from a gutter.
