Someone has painted these in the past and it's all cracked and horrible. Some has come off, other bits are stuck fast. How do I get it off before recoating?
I find white sprit and steel wool are good for preparing the surface of plastic things like pipes and meter boxes. It doesn't leave scratches like sandpaper can.
Just use one flowing coat of non-drip gloss - no undercoat or primer. If the previous person used them I think you will need to rub down to the base plastic.
Mine has lasted over 15 years and is getting a bit dull but not flaking or chipping.
