Painting in loft

Having boarded my loft, I am 'sprucing' it up with a lick of paint on the walls and beams. Can I also paint onto the felt inbetween the rafters or does it need to be left inorder to 'breathe'?

You should be able to paint it but not sure what type of paint.The roofing felt doesn't need to breathe as it made of bitumen felt liner.The idea of this is when crack or broken roof tiles,rain run onto the roofing felt all the way to the gutter,to make it waterproof inside as a backup
