can anyone help now decorating my bedroom having to use lining paper for the walls as they are are in a terrible state. the ceiling has peeling paint and big brown water stains on it how do i prepare it for painting do i need to paper it first as i really dont want to

Give it a really good rub down with course glass paper and a scrape to remove all the bad stuff then a coat of sealer..dulux stain block is good for binding down loose surfaces. Then fill the bad stuff..
But...if the paint on the ceiling is really flaky you really need to get it all off... or your problems will return.
