Painting over fire damaged

Had a (fortunately small) fire here last week. It's being done on the insurance so I expect they'll appoint a decorator to redo it. Question is, should it be sealed with something like Zinsser Bin before overpainting ?

did any plastics catch fire - that looks like a decent sponge and soapy water would get that off before painting. You do have to watch out for anything toxic that may have burned.
 
Yeah, It was a plastic grow lamp that dropped onto plastic propagators and that went up. Contained in one room thankfully.
