Painting wooden fences and neighbour issue

I have vertical wooden fencing which has been up for 11 years, it doesn't look like it has been treated/painted for that whole time.

Is it time it was painted and what wood protector stuff would you recommend?

Also, this may sound like a silly question but how does it work if there is neighbours and it's the same fence that separates. Do I just paint my side?

if you want to treat the fence for longevity then ask them for access and paint both sides with a reasonable colour...
if you only want some pretty colours ( for gods sake, not blue I beg you.. )then paint only your side, they may not like the colour you choose..
