Generally planning authorities have policies on off-street parking for new developments.
Most LPAs would look for at least 3 off-street places in your development.
However, if you were very close to amenites such as shops, transport links etc, you might be able to produce a reasoned statement explaing why on-site parking was not necessary in this particular location.
