Parquet Floor Adhesive

I'd like to lay a parquet floor in my study. The floor base is concrete. I believe that I should put down polythene sheeting above the concrete and then thin foam underlay. The parquet block manufacturer says that the blocks should be glued to the base. Does that mean I should be gluing them to the underlay? That doesn't seem worthwhile or have I missed something?

No, What the mean is as follows:
You lay the polythene sheeting down and just then you glue the fome to the polythene sheeting , you then lay the Laminated or wooden floor down.
