Part P - does it apply in Scotland?

After visiting the IEE website, it seems Part P only applies to England and Wales. Is this correct?

If so, and I were so inclined, as a DIYer could I undertake my own electrical work in my my kitchen without approvals, rubber stamps, red tape etc.

PS My kitchen is in Scotland

Part P only applies to England and Wales, in Scotland there may be other laws which you must comply with such as wether or not a building warrant is required.
