The only way to pattern match the 'shift' of the pattern as it runs up the stairs from bottom to top is:
a) The stair treads and risers are exactly the right pattern repeat to allow the pattern of the carpet to fall in exactly the same place on every tread and riser and meets the top landing riser in exactly the right position (this never happens)
b) Each stair is individually planned with an individual pattern repeat so that each stair is laid independently and lined up with the hall then all the way up the flight, then, when you get to the top there is virtually no chance of the top landing riser matching the highest thread (unless by some fluke of luck the pattern falls in the right place) So the landing should be planned with the pattern repeat allowed for so the landing piece can be shifted to match the top tread. It is possible that the landing over the nosing may not match each stair nose.
It's imporant to understand that it's not unusual for stair treads and risers to differ in size individually, so it may not be possible to match each individual step anyway.
In short, pattern shift on stairs is usually to be expected.
The lining up of the pattern across the width and length of the hall and landing should line up with the first and top stair if planned correctly. If the stairs are fitted in two parts, a shift of the pattern repeat should have been allowed for, the 'shift repeat' should not change halfway up.
The top landing and riser should match the repeat of the top stair tread as an allowance in the length of carpet should have been planned. Same as the hallway.
It's important to note that a guaranteed pattern repeat is usually only allowed for on genuine woven carpets made on Axminster weaving looms.
'Printed' patterns are usually inaccurate and impossible to properly pattern match as the pattern is rarely in the same place throughout the carpet.
Did you agree with the fitter/retailer with exact pattern match? was it estimated for a patterned carpet? Who did the ,measuring? who supplied the carpet? who fitted the carpet? If through a retailer. have you had the installation inspected yet?
So in short, yes, it's possible the stairs are fitted correctly, it's not possible to give a definitive answer from your picture. Choose two 'repeat squares' on the hallway and measure centre to centre, this is your repeat. now measure the same two squares's distances up the stairs, if they fall in the same distance all the way up, it is the pattern shifting up the treads and risers where the length of each tread and riser is different to the pattern repeat of the carpet.
If the distance varies then the stairs have not been planned or possibly cut/fitted correctly.
The Hallway looks like it matches across the width of the stairs in that picture for 'square' but the pic doesnt show the finish/pattern repeat achieved on the first riser/treads. Same as the landing, more pics needed.
